Reservation for Minorities
The National Commission for Religious & Linguistic Minorities has, inter alia, recommended that 15 percent of posts in all cadres and grades under the Central and State Governments should be earmarked for minorities, of which 10 percent should be for Muslims and 5 percent for other minorities. The Commission has further stated that if it is not possible to give reservation as proposed above, 8.4 percent sub-quota may be earmarked for minorities (6 percent for Muslims and 2.4 percent for other minorities) within 27 percent OBC quota. The recommendation is under consideration of the Government. It is, however, not possible to fix time frame for taking a decision.
This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to question in the Lok Sabha yesterday.

Consequences of not filing Income Tax Return
Most of us who are required to file Income tax returns for the year 2010-11 (Assessment Year 2011-12), would have met out the obligation. Unfortunately, there may be few who would not have filed their tax return in time.
Tax experts says levy of penalty in such cases question of payment of fine will arise depending on whether or not income tax for the relevant year is paid
In such a case, the penalty to be levied would depend on the status of the tax to be paid.
If tax has been paid:
If you have paid your taxes, there's little to worry because you can file the returns before 31st March 2012 without paying a penalty. But if new deadline is still pushed and return is filed after 31st March 2012, the assessing officer may impose a penalty of 5,000. This amount may depend on the discretion of the assessing officer.
If tax has not been paid:
If income tax was not paid then penalty has to be paid at the rate of 1% per month for the period after 31st July. If the tax due is more than Rs. 10,000, you are supposed to pay an advance tax on your income. In such a case, the 1% penalty per month will be applicable from the period you have not paid the advance tax.
If Form 16 has an error:
If your employer has made an error in Form 16 and this has crept into your returns, it will have to be corrected. In such cases we should go ahead and file the return anyway. Subsequently, revised return can be filed based on rectified Form 16 produced by the employer.

Hike rate of return on GPF: Parliamentary panel
New Delhi, Aug 2 (PTI)
A Parliamentary panel today asked the Central government to increase the rate of return on provident fund for its employees in the light of rising bank rates and EPFO’s decision to hike its rate to 9.5 per cent for 2010-11.
“The rate of interest on General Provident Fund (GPF) which is pegged at 8 per cent may be reviewed so that government employees are not put to any disadvantage more so now when the interest rates for bank deposits has also been raised,” the Standing Committee on Finance suggested in its report.
If the suggests of the panel finds favour from the government, over 50 lakh Centre’s employees will stand to benifit.
The panel headed by former Finance Minister Yashwant Sinha, pointed out that retirement fund body Employees Provident Fund Organiation has also increased rate of interest on PF deposits to 9.5 per cent for 2010-11 from 8 per cent.

1) The Hon'ble Supreme Court has directed the Board to amend/frame the RR's on the basis of the past & future representations of the Central Excise and Customs sides for the sake of the just & fair representation of all the categories and also bring parity amongst them in the matter of promotion.This exercise of framing RR's should be tried to be completed by December,11. New RR's would be implemented from 1997. This will benefit Central Excise stream a lot.
We are, however, waiting for the certified copy of the judgement expected to be in hands within 1 or 2 days.
2) Cadre restructuring matter is being processed by DOPT for the approval of Cadre Review Committee. This approval is expected within 2 or 3 months. Dopt asked for some informations/clarifications already provided to them. Things are going well till date without any apprehension.
