Subject: Children Education Allowance/Hostel Subsidy — Clarification —
Subsequent to clarifications issued vide O.M. No.12011/3/2008-Estt.(Allowance) dated
11.11.2008 and O.M. No.12011/08/2010-Estt.(AL) dated 30.12.2010, on the captioned subject, references have been received on (i) definition of the term "station" and (ii) admissibility of Hostel Subsidy and Children Education Allowance in respect of children pursuing diploma/certificate courses from Polytechnic/ITI/Engineering College, after passing 10th standard.
2. After due consideration of the references in consultation with the Department of
Expenditure, the following has been decided:
a. The term Hostel Subsidy would mean expenses incurred by the Government servant if
he/she keeps his/her children in a hostel of a residential school/institution located beyond a
distance of 50 kilometres from his/her residence. The reimbursement would be subject to other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time. It is further clarified that grant of hostel subsidy is not related to transfer liability of the Government servant.
b. To allow reimbursement of Children Education Allowance/Hostel Subsidy for the initial
two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11 th and 12th standards. This is further subject to fulfilment of other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time.
3. This comes into effect from the current academic year.

It has been brought to notice that innocent citizens are made to believe that they have won/received some international prize/award/parcel and money is demanded to fulfill some Customs formalities.
All are hereby informed that Mumbai Customs is in no way concerned with the international prize/award money.
Public is requested not to believe in such fraudsters and if any one approaches or issues a receipt in the name of any Mumbai Customs Office/Officer the same may be reported to the nearest police station.

Ministry of Health and Family Welfare
There is a proposal for introduction of a health insurance scheme for the central government employees and pensioners on pan-India basis, with special focus on pensioners living in non-CGHS areas. The proposal is to make this scheme voluntary cum contributory for serving employees & pensioners. However, it is proposed to be made compulsory for the new entrants in Government service.
The salient features of the proposed Health Insurance Scheme are as under;
· Optional for serving Central Government employees and pensioners including future pensioners,
· Compulsory for new recruits,
· Covers all the members of family as per CGHS norms,
· Sum insured – Rs. 5 lakh per year on a family floater basis,
· Corporate buffer of Rs 25 Crore to take care of cases exceeding Rs. 5 lakh,
· All pre existing diseases covered from the day one,
· Pre and post hospitalisation benefits available,
· Domiciliary Hospitalisation benefit,
· Maternity benefit upto two living children,
· OPD not covered however OPD consultations will be free,
· Payment of FMA for meeting OPD needs,
· Cashless treatment facility,
· Govt. to subsidise significantly the payment of premium,
· Employees / pensioners to contribute 20 to 30 percent of the premium,
· Identification of beneficiaries through a Smart Card.
The proposed scheme will be an alternative to the CGHS and it will provide an option to the serving employees and pensioners to choose a scheme as per his/her convenience.
The Scheme will have special focus on the pensioners living in non-CGHS areas who are getting Fixed Medical Allowance at the rate of Rs.300/- only per month to take care of their medical needs and have been demanding extension of CGHS or CS (MA) Rules to cover their OPD and Inpatient medical needs which is not feasible due to resource constraints. The Health Insurance Scheme seems to be a viable alternative. It will have additional implications, due to coverage of pensioners living in non-CGHS areas and not covered under any Government Scheme.
The proposal for inclusion of the Health Insurance Scheme for the Central Government employees and pensioners in the 12th Plan has been moved by the Ministry for consideration of the Steering Committee on Health in the Planning Commission. On receipt of approval of Planning Commission, the proposal would be placed before the Expenditure Finance Committee and finally before the Cabinet for approval of the scheme. No strict time frame can be given in this regard.
This information was given by the Union Minister for Health & Family Welfare Shri Ghulam Nabi Azad in reply to a Starred question in Lok Sabha today.

CLARIFICATION ON RENEWAL APPLICATION ON PRIME MINISTER’S SCHOLARSHIP
As per the communication from Director Sainik Welfare, New Delhi on 16.3.2012, all the candidates selected for Prime Minister’s Scholarship are to submit their renewal form along with Bonafied certificate directly to The Kendriya Sainik Board, New Delhi, on priority for payment.

Mumbai, May 7,2012(TNN): The government has asked all Customs and Central Excise Officers not to post online comments on official matters. Central Board of Excise and Customs (CBEC), the governing body of these officers, has said any violation will attract action under conduct rules.
“It has been brought to the notice of the board that some officers are posting online comments relating to official matters on social networking sites, such as Facebook, causing confusion and avoidable controversy among officers in different parts of the country,” an April 12 letter signed by joint secretary, administration, Lok Ranjan said.
Officers, however, said this is a gag order. “We do not have access to the files handled by the administration wing. Hence, our discussion is not on specific cases. We are discussing an issue that concerns our promotions. This is an absurd direction,” a senior official said.
The CBEC became worried when officers posted their views on a Supreme Court judgment, including adverse comments on the seniority list relied on by the department for deciding promotions at the commissioner level. “It has been reported that the said post created confusion regarding the SC’s judgment among officers in different parts of the country and also needless controversy over seniority issues….” Ranjan’s letter said.
The SC passed a judgment in August 2011, on the long pending issue of preparing a seniority list of officials while being promoted from superintendents /appraisers to assistant commissioners. The SC had directed the government to follow new guidelines for all those officers who are already Assistant Commissioners. This was suggested to ensure that there was no disparity.
The SC had asked the board to implement the directive by December 31, 2011. But in January this year, the department considered the old seniority list and recommended 62 persons for promotion as Commissioner. This included a few persons who would not have been promoted if the board had obeyed the SC directions. In February 2012, the board moved the SC, saying its directions could be implemented prospectively. The SC rejected the applications and granted three months to implement the August 2011 order. This was discussed extensively on the networking site.
The board also felt that a discussion on Central Excise Duty evasion by a gutkha manufacturer was unwarranted. An officer posted the details, including extracts of the show-cause notice and sought comments from fellow officers.
“Discussing details of investigations on social networking sites and online comments on merits when adjudication or appellate proceedings may be underway is completely unwarranted,” the letter said. Officers said in this case, the board’s decision is justified.

We have requested the Commissioner to include vacancies arising upto April,2012 and issue promotion orders accordingly. Around fifteen promotions in open quota and five in reserved quota are likely to be issued.
