Development of Secure Phone  


The Government of India has developed secure phone system for Intra Governmental classified communications, which will provide end to end encryption for security of the communication.

The Minister of State of Communications and Information Technology Shri Milind Deora informed the Lok Sabha today that these phones are proposed to be allotted based on the requirement of the user Ministry/Department/State Government in consultation with Ministry of Home affairs.

He said these phones are planned to be introduced from June 2012.

Madurai, April 24, 2012(TNN): The Madurai Bench of the Madras High Court has directed the Tamil Nadu government to pay an official 10 per cent interest on retirement benefits which were settled belatedly.
The court also ordered dropping of charges against him and allowed him to retire from service.
The petitioner, S Kumarasamy, said he had been working as an assistant commissioner of Tirunelveli corporation when he was issued a memo under Section 17 (b) on May 15, 2007. But, he was allowed to retire.
Then the charges against him were dropped by a government order on October 13, 2009. His terminal benefits were settled without any interest from May 2007 on April 1, 2010.
He prayed that he be paid interest for the belated settlement of his benefits. Justice D Hariparanthaman before whom the petition came up for hearing said that since the disciplinary proceedings were dropped on October 2009, he was entitled to interest on his terminal benefits and that the same should be paid within four weeks.

Confirmation of CR proposals by CBEC Chairman

It is confirmed by Shri S. K. Goel, Chairman of Central Board of Excise and Customs that the Department of Personnel & Training has at last cleared the Cadre Restructuring proposal with minor changes for Central Excise, Customs and Service tax Departments.

Now the cadre restructuring proposal is expected to go to the Group of Secretaries and then to the Cabinet for clearance. Once it is passed by the Cabinet, the additional posts created will be allocated charge-wise and notification will be issued.

Promotions/recruitment will take place subsequently.

Sub:- Payment to Government servants other than salary etc. through e- Payment from 1st April 2012

The Central Government Account (Receipts and Payments) Rules,1983 have been amended, inter alia, to provide for issue of Payment advices to the bank for direct credit by electronic transfer to the specified bank account of the payee. As per the amendments, the Government servants are, permitted to receive their salary by direct credit to their bank accounts through payment advices, at their option Further,
the amendment also provides that all payments to government servants other than salaries exceeding the limits as specified from time to time, shall be through payment advices

2. In accordance to the above, with effect from 1st April 2012, all Ministries/Departments of the Government of India are directed to make all payments to government servants, other than salary, above Rs, 25,000. by issue of payment advices, including electronically signed payment advices.

3. Further in accordance to the amended rules, with effect from 1st April 2012, all Ministries/Departments of the Government of India are directed to make all payments towards settlement of retirement /terminal benefits such as gratuity, commuted value of pension, encashment of leave salary,CGEGIS, withdrawals from General Provident Fund, etc. by issue of payment advices, including electronically signed payment advices.

4. All Ministries! Departments and Heads of Accounting Organisations are requested to ensure the compliance of above instructions by Pay & Accounts Offices/ Accounts offices and other payment units under their control.

5. Separate orders have been issued in respect of payments to private parties such as Suppliers, contractors, grantee, loanee institutions etc,

FM to Hold Meeting with Representatives of Jewellery Manufacturers from Major Cities on Friday 6th April, 2012

Excise duty of 1% has been imposed on unbranded jewellery of precious metals (other than silver) as part of the Union Budget proposals for 2012-13. Several representations have been received in the Ministry of Finance on behalf of the manufacturers of jewellery including artisans and goldsmiths seeking reconsideration of this proposal on the ground that the industry is unorganized and fragmented and would find it difficult to comply with the provisions of Central Excise Law. There are reports that some members of the industry have been on strike in several parts of the country since the presentation of the Budget on 16th March, 2012.

In order to understand their concerns, the Union Finance Minister Shri Pranab Mukherjee has convened a meeting with representatives of jewellery manufacturers from major cities on Friday 6th April, 2012 at New Delhi. The concerned associations have been requested to nominate two representatives each for the said meeting.

Time limit for Advance Reservations to be increased from 90 days to 120 days.

With reference to the Railway Board Commercial Circular No. 12 of 2012, it has been decided to increase the advance reservation period from 90 days to 120 days on experimental basis (excluding the date of Journey) w.e.f. 10.03.2012.

There will be no change in case of certain day time Express Trains like Taj Express, Gomti Express, etc. where lower time limits for advance reservations are at present in force. There will also be no change in case of the limit of 360 days for foreign tourists.
