HRD is silent on senior Inspectors

Dear Comrades
 I would like to highlight some of the points on HRD letter.

1.HRD letter is silent on the Inspectors who have completed more than 20 years.

2.What about the Inspectors who have completed more than 17 years and may not have 3 years of service as supdt on completion 20 years.

3.The schemes of  in situ promotions and MACP may not run concurrently. In such a case if an Inspector has completed 19 years and got in situ supdt, will have to wait for his AC promotion till 22 years or so. Here he is loser as he is not going to get his MACP at 20 years.

Therefore, I suggest that like in IRS DC is getting JC and within a short period of 3 months or so again ADC if he has completed the requisite service for ADC, we also should be given AC or DC basing on base cadre seniority, with a gap of not more than three months.  Otherwise, the Inspectors who have completed more than 17 years of service will be at loss.

This is what i had commented earlier that the combined tenure of Insp + Supdt. should be taken as 20 years or 3 years as Supdt which ever is earlier should be the criteria for insitu promotion as A.C. In no case should the criteria be more than 20 years. Inspr. Association is acting more high and mighty than the Board, not even allowing the officers to voice their genuine concerns. God know whether Supdts association will take up the matter not!

Please look the merits and demerits of ACP/MACP, Insitu(insane) and promotion.
ACP/MACP
i. It gives you personal benefit.
ii. It does not give you any higher official status not only as per service rules but also as per CE Act, Customs Act and ST Finance Bill etc.
iii. It gives you financial up gradation in the salary only.
iv. It gives you personal satisfaction that you are subordinate but getting enhanced salary of supervisor or upper level.
v. It does not make you in odd situation where you have to befool your dear-near ones by making a new visiting card on the basis of ACP/MACP.
vi. You have to work as subordinate and any supervisory officer will call you for any official work.
Insitu (insane)
I. It gives you personal benefit.
II. It gives you higher official status in personal capacity only as per service rules but not as per CE Act, Customs Act and ST Finance Bill etc.
III. It gives you financial up gradation not only in the salary but also in the perks of that higher status.
IV. It gives you personal satisfaction that you are subordinate but getting enhanced salary as well as perks of supervisor or upper level.
V. It makes you in odd situation where you have to befool your dear-near ones by making a new visiting card on insitu basis.
VI. You have to work as subordinate and AC (Promotion) will call DC (Insitu) for any official work.
Promotion
i. It gives you not only personal but also organisational benefits.
ii. It gives you higher official status not only as per service rules but also as per CE Act, Customs Act and ST Finance Bill etc.
iii. It gives you financial up gradation not only in the salary but also in the perks of that higher status.
iv. It gives you personal as well as social satisfaction that you are supervisor or upper level and also getting enhanced salary and perks of supervisor or upper level.
v. It makes you in sweet situation where you have to make a new visiting card on promotion basis to show your dear-near ones.
vi. You have to work as supervisor or upper level and supervisor will call subordinate for any official work.
Rest is open for discussion and choice is yours. I think that very soon, the Insitu Scheme would be one of the best examples of killing of embryo. It will be the befitting reply to this insane scheme by killing the same at this stage and at once also.

Can we not make the All India Association leaders of Gr-B executive cadres, to think onthe line the general members think?

This 'In-situ' is a scheme to fool everybody in Gr-B cadres. This shall dis-organise the CBEC field set-up, without giving any boost to the field officers.
This shall give a new tool to CAOP/PAO people to raise innumerable objections on our 'personal salary/benefit' matters. The Gr-B executive officers shall remain entangled in these issues (as he is currently made in matters of MACP/ACP); and shall retire in confusion only.

the point raised by raju are one time issue. if an exception is made at this time that will ensure all those who completed 17 years or more will be given in situ on completing 20 years, it will sort out this problem. all others who are less than 17 years will become eligible automatically.
however,
the following points need clarification.
whether, officers who are seniors by virtue of merit/placement in seniority between dr/pr quota will also be promoted if their juniors are promoted.
however, it is definitely better than macp because, it ensures benefits to both dr/promotee who complete required service
as per the macp you will not get to more than 5400(in pb 3) grade pay as third macp.
you will reach 6600 in 25 years in this.
