IMPORTANT POINTS FROM MINUTES OF BOARD MEETING HELD ON 18.2.2011

• The proposal of Federations/Associations regarding filling of all the cadre restructuring vacancies by only promotion appears to have been accepted except Inspector grade where there are no much feeder strength.
• It is understood that the board has taken note of the alarming situation of stagnation in Group ‘B’ where only one functional promotion during average service span of 35 years.
• Creation of ASI Grade –I & II for promoting Head Havaldars
• The Cadre Control Commissioners to be given more powers.
• Guwahati Commissionerate staffing requirements have been taken into account.
• The Board approved in principle the changes in Cadre Restructuring proposal.

IN SITU PROMOTIONS

• Revision of ratio to 15:2:1 for promotion on the basis of the cadre strength of the three feeder streams.
• Grant of in situ promotions to the officers of the stagnated cadres
• Promotion to JTS on the basis of the base-cadre seniority.
• In situ promotion to Inspectors after 10 years as Supdt.
• In situ promotion to Supdts. as AC after 20 years combined or Inspector & 3 years Supdt.
• In situ DC after 5 years as in situ AC
• Other proposal service will be counted from Inspector for JTS making the Supdt promotion irrelevant.
• The Board approved in principle the proposal of in situ promotions to Gr. B executives and the appointed team to submit its recommendations by 31.3.2011.

Thanks for ur mail of the minutes. Though the proposals regarding in situ promotions are nothing great, i feel there is a lacuna regarding the period specified for in situ promotion as AC. In Mumbai Zone most of the Inspectors have been promoted after 21-22 years service and people who 21 years service are still waiting for promotion as Supdt. In such cases after waiting for 22 years and then again having to put in 3 more years as Supdt is again frustrating as officers elsewhere would have been given in situ promotions earlier. Hence the criteria according to me should be AC after 20 years combined service as Inspr & Supdt or 3 years as Supdt. If possible the associations should take up the matter as even after insitu promotion the officer will b working as Supdt.only and hence there is no problem of being promoted as AC with out working experience as SUPDT.

the suggestions made by shri nair seems to be unpragmatic. under no circumstances the dept is going to agree to the proposal made by shri nair. let us be practical and get what we can get under the present scenario. let us hope for the best

1.The state of affairs can be gauged from the fact that the DGHRD has not specified any relevant date for ascertaining the number of officials completing requisite length of service.
2.IT IS FURTHER SUGGESTED THAT THE CONDITION OF MINIMUM 3 YEARS' SERVICE IN SUPDTT.'S GRADE (FOR AC' S GRADE) NEEDS TO BE DONE AWAY WITH, LEST, IN-SITU SCHEME IS NOT GOING TO EXTEND ANY RELIEF TO INSPECTORS STAGNATING FOR AROUND 20YEARS'OR MORE WITHOUT ANY PROMOTION. THEREFORE, THE SUGGESTION MADE BY MR. NAIR IS THE ONLY WAY OUT TO OFFER ANY SOLACE TO THIS DE-MORALIZED & DISCRIMINATED CADRE.

The views expressed by Shri R Nair & Sam are giving the factual position of the acute stagnation being faced by Mumbai Zone Inspectors/Supdts. There may be some more Zones wherein the same problem of aucte stagnation persists. It's a sorry state of affairs that these officers have to remain in the same cadre (rank) for 22 years or even more, whereas their counterparts not only in Examiner/PO grade but also in Inspector grade of other lucky zones are promoted much ahead of them leaving them behind by 10-12 years. No grievances on this. However, when this is the time to do something for the cadre, it is felt that the criteria/condition of 3 years service in Supdt cadre for in-situ promotion as AC is not at all logical & may not do any justice to these stagnated officers. It is also felt that we talk of disparity amongst the Inspector & Examiner/Po cadres, but at the same time we tend to neglect the disparity amongst the Inspector cadre in different zones. This is the time when some solace can be provided to the stagnating officers by considering the no. of years service put in as Inspector/Supdt without applying the criteria of 3 years service as Supdt inorder to give in-situ promotion as AC. Hope all concerned take this sincerely and try hard to relax the criteria before it is made final by the Board.

There should be some exam for promotion specially for the departmental recruitment...
1/3 Direct recruitment by UPSC...
1/3 Promotion from Depatment...
Remaining 1/3 Through competitive exam among departmental personals (special Drive)some experience may be requiredor necessary such as 3 or 5 years.

It is people like Anonymous who are the bane of the cadre. Even before building up a consensus and deciding to fight for our just cause these people decide that we wont get it are readily satisfied with whatever crumbs are offered. As already stated in my blog earlier, the insitu promotion granted officer is going to work in the same cadre hence where is the question of "requirement of experience"?
