EVEN THE INCOME TAX CR PROPOSALS ARE IN THE VERGE OF BEING IMPLEMENTED, IT IS HIGH TIME FOR US TO LOOK FOR A DIFFERENT UNIQUE AGITATIONAL PROGRAM THEREFORE AS SUGGESTED BY ONE OF OUR MEMBER I REQUEST THE ASSOCIATIONS TO IMPLEMENT THE FOLLOWING FOR BETTER RESULTS AND IMMEDIATE ATTENTION OF THE AUTHORITIES AS WELL AS MEDIA.

Young aspiring graduates,
enter the Department as Inspectors, after qualifying the National level
recruitment exam like Staff Selection Commission exam, looking for a bright
future. But it is pathetic, for many of them, as they have realized it too late that they shall retire with only
one functional promotion in the entire career span of their Government Service,
with the existing policies. The reason being STAGNATION in a single cadre, spreading over
decades, which is alarming and disheartening. The fact is that such stagnations
differ from Zone to Zone. Some of the worst affected Zones, being Pune, where a
1992 Batch Inspector is still awaiting his first ever promotion. With the
current pace, it might take another one year to get promoted. Its an
alarming wait of 22 years, which is
totally ridiculous, and belittling an officer. Though the Government has implemented
the cash compensation scheme through MACP, as a temporary solution for such
staggering stagnations, it cannot be equated with the JOY of getting a Promotion.
Its a moral boost for the officer and the family. Its rejuvenating the working
force for the Department as well. The ongoing
Cadre Restructuring proposal could have removed this HUGE stagnation persistent
in the cadres of Inspectors and Superintendents. Had it been a reality, even
the subordinate cadres would have benefited. But this much talked CR seems to
be a distant dream, the way it is being handled, over the past several years. The
Associations are putting their best efforts to get justice to their members by
adopting various agitation programs like boycotting the Excise day
celebrations, Budget days, relay hunger strikes, wearing black badges as
Protests, mass resignations, etc., besides fighting out the various issues in
the Court of law. All these efforts
should be sincerely appreciated, as they are the part of the struggle to get
the final result.
Can we all come together, irrespective of our Cadres
we belong to, and think something new.
The Associations are always in the forefront, and members persuade them to get
the best results. It appears that even the Members contribution in Body and
Soul is equally important to bring force to our movement. Lets think of placing
an “APPEAL” before the Department/ Government. Well you shall ask whats new in
this. This “APPEAL” be tagged with a “Blood Donation Drive”. By
this Appeal, the officers can once again resolve to PLEDGE their devotion and
solidarity towards their Duties and the Nation at Large. In support of their
Pledge, the officers may volunteer to donate “Blood”, so as to reach out to the common man by saving a
life, which is a part of the Nation building process. The participation of the
members, in this unique way, will be a
big driving force to once again emphasize and press for our genuine demands. This thought is
driven from our National leader Netaji
Subhash Chandra Bose, who once said…” Give me blood and I will give you
freedom”. This APPEAL along with the Blood donation drive will be with three
prime objectives:
1. SAVING a valuable life;
2. A PLEDGE , Expressing their Devotion & Solidarity towards their Duties
& the Nation at large;
3. APPEAL to RESTORE DIGNITY
by considering the Charter of Demands which are JUST demands, so as to remove
stagnation, by implementing Cadre restructuring, removing regional disparities
by bringing base cadre seniority for promotions to IRS Cadre, minimum 3-4
functional promotions for Insprs./ Supdts. in one’s career span.
